Wiltshire Council Planning Committee have REFUSED the application (see full Decision Notice below).
After a presentation of the proposal by the case worker/Planning Officer from the Planning Department, the County Councillor for Swallowcliffe, Nabil Najjar, proposed a motion for REFUSAL. Eloquent speeches objecting to the proposal were made by Lu Boothman, Bex Rymer, Andy Wass and for the Swallowcliffe Parish Council, Mandi Brockway. Supportive speeches by the developer and the developers architects where also made.
The Panning Committee voted 5-1 in favour of refusal with two abstentions.
At the Planner's request, the applicant has submitted design changes to the original application.
These are detailed in 12 documents dated 5 August 2024, which can be found on

We have only 2 weeks to make any comments on these changes.
Deadline is Friday 23rd August 2024.

Please see a short summary of the key changes and issues, some of which have not been addressed or remain unchanged.
This is by no means definitive. Further personal inspection of the documents is highly recommended.
KEY CHANGES:-
1. Footprint of the house reduced (by 55m2 to total 216m2) mainly due to removal of covered archway.
2. Footprint moved slightly- (NE elevation moved SW by 800mm/2.6 feet and SE elevation moved 1-1.2 m / 3.2-3.9 feet back from SE boundary
3. Scale of house reduced slightly by 113m3 to 1314 m3
4. Height of house UNCHANGED. Still higher than the existing barn.
5. New claims of compliance with Core Policy 2 Infill Policy.
This appears to be important for the Planner and in support the applicant refers to 3 previously approved developments, namely:
Pheasant Copse & Mulberry House, 2015, Pump House 2019 and Lake House 2015.
However, please note that all these houses were rebuilds or enlargements of existing residential properties, and did not replace an open sided barn, in a Conservation Area, on a subdivided Grade 2 listed plot.
KEY ISSUES NOT ADDRESSED OR UNCHANGED:
AONB Dark Skies - continue to state “The new development replaces existing
openside buildings which have the potential to be lit when in use”.
Mitigation proposals remain ineffective. Urban office glass still recommended.
Noise - unchanged
Sewage -continues to ignore critical fact that the stream required for WTP outflow is not within Poles boundary
Flood risk Unchanged - contrary to photographic evidence of recent flooding of the site
Shared Access/ increased traffic hazard Unchanged. The latest planning approval for Poles Farm will greatly increase traffic from the property. This proposed new build will only exacerbate that. It is not permitted to put refuse bins on the highway as suggested. Access for removal of sewage waste and deliveries to the new build has not been addressed.
Contrary to County Councillor advice, this is NOT a new application, but changes to the existing one.
However, this revised proposal is NOT guaranteed to be called in to the Planning Committee.
Therefore, it is important to post comments again, even if they are very concise.

Although the Consultation deadline is past, Wiltshire Planning state they try to take account of all comments up to the decision deadline, although this cannot be guaranteed after the consultation deadline.
